1. First of all .. open a new project with 400*400 pixels. Then apply the clouds filter
( Filter >> Render >> Clouds ) of course colors must be black and white in the beginning .
2. select ( Filter >> Render >> Difference Clouds ) and reapply it for about 3 or 4 times.
3. Change the color by the color balance ( ctrl + b ) with these options ::
Midtones : +56,-24,-35
Shadows : +62,+17,-16
Highlights : +69,+29,-24
4. Change the Hue/Saturation ( Ctrl + u ) to make the color more accurate : Hue= -9 , Saturation=+4
5.Open another project with 500*500 pixels and fill it with black color.
6.Drag the old design ( the clouds ) into that one.
7. Use ( Filter >> Distort >> Twirl ) with 286 degrees.

Until now you must have something like that one :
8. Try to remove the edges by a smooth brush eraser … you can change the opacity of the brush from here to mix the shape with the black background

The result ought to be like this :

9. Now clear half of the shape to make it look like a flame … like that :

10. We’ve finished the general look now .. and now we have to start with color editing .. it’s the most important part which makes the design more realistic .. I like this part a lot *__* …….
select ( image >> adjustments >> levels ) ( or even ctrl+L) — Input levels = 25,1.10,255 …. leave the output levels as it is.
11. Hit ( ctrl + b ) and change the options to :
Midtones = +25,+38,-31 / Shadows = +35,+35,-30 / Highlights = +35,+19,+6
